Is privacy a right? What can we do to protect ourselves?

I feel this is a huge violation of my rights and I had to go to court several times to get it off.

I was careful to never have my address on the internet until I bought a house. I believed this would be kept at the county building, but it was posted on the internet for anyone to google.
Let me explain that I was a victim of a violent crime in the past and the criminal was getting out of jail, so I ferquently checked myself on the net, so this person would not find me.

After the county did this I had to go to court to get it sealed, and it took many months. Now I will have to transfer my house to a LLC to protect myself.

Let me stress, I don’t care if the police or government knows about me, I just don’t want criminals and id thefts people knowing my address.
I would like to know how I could change the laws so this will not happen to anyone again.
