Why is dumpster diving illegal (in the USA), when our consumerism wastes so much good stuff?

Ok besides the @ssholes who go into it for information gathering to rip off people (like ID theft), the other side of dumpster diving is for free stuff even eatable food. I will admit that a lot of people throw away working computers by sitting them beside the trash been so it only makes sense that someone re-uses them instead of sending the toxic materials to go in a junk yard.

According to identity theft statistics, it is as important to take precautions when you go on vacation as when you are at home. When you are traveling, particularly if you’re going for an extended stay, you are vulnerable. You will not see the mail coming into your house, and will be unaware of unusual charges on your bank account until it is too late. Fortunately, identity theft protection works whether or not you are at home. Identity theft statistics, in fact, do not indicate a significant difference in security between people who are home, and people who are traveling abroad. As long as you protect your identity, you are at a much lower risk of having it stolen. The most important thing is not to delay. Every day without theft protection is another day when you could be victimized.

Ok, my “real” mother commits id theft on a regular basis. Now I know she does this for a fact, she’s stolen my identity once and has several ssn’s and names she uses. She also is a big drug addict and also abuses the welfare system. I want to know how can I go about turning her over to the police. She also owes back child support as well to me (well my dad) that she never paid. Its like 8-10 years worth. How can I go about getting something done for that? I’m still in school, i’m 24.
